THE SECURITY ENFORCEMENT SERVICE (SES)

 

The Security Enforcement Service is responsible for the implementation of the rules and regulations for the security and discipline in the BTA Parliament. This is in regards to maintaining orderliness in the BTA Parliament sessions, hearings and meetings. It concerns primarily with the safety and protection of the BTA Parliament Members, BTA employees including authorized visitors and all properties found within the BTA premises. It also liaises with other law enforcement agencies when need arises in the implementation of security measures

SES

OPERATION UNIT

 

  1. Provides physical, personnel and information security within the BTA premises.

  2. Provides security for the members of the parliament and for VIPs as requested.

  3. Respond to emergency situations such as fire, bomb threats, earthquake, riot and other man-made and natural calamities.

  4. Prepares and implements Operational Plan (Oplans) for sensitive operations and special events of the BTA Parliament.

  5. Conducts intelligence and surveillance works.

 

INTERNAL AFFAIRS UNIT

 

  1. Develops, plans and recommends policies, guidelines, rules and regulations pertinent to security matters and personnel welfare to the SES director.

  2. Conducts preliminary investigation on complaints which involve SES personnel.

  3. Coordinates and follows up supply requisition and documents for signature.

  4. Prepares semi-annual performance ratings of SES personnel.

  5. Prepares monthly overtime claims for SES personnel.

COMMUNICATION UNIT

 

Provides link in conveying and receiving messages inside and outside the BTA premises as appropriate relevant to the mandate of the OSAA. The unit is tasked to perform the  functions articulated below.

 

  1. Monitors the security situation at the plenary hall, corridors, lobbies, parking lots and areas within the premises.

  2. Monitors, receives and transmits radio and electronic messages as appropriate.

  3. Maintains communication equipment and gadgets in good operational condition.

  4. Monitors serviceability and effectiveness of fire alarm system.

  5. Monitors the condition of BTA electrical system.

  6. Maintains the BTA Security Communications Center.

  • Serves as relay station of the parliament members’ communication system.

  • Coordinates and monitors the security activities in the BTA with appropriate external intelligence and security augmentation units or offices.

  • Maintains coordination and good communication linkage with government agencies as appropriate like the PNP, AFP, BFP and other security and emergency augmentation units.

  • Facilitates and monitors out-of-town travels of the BTA Parliament Members as appropriate and requested.

 

FIREARMS AND EXPLOSIVE UNIT

​

  • Upholds and issues firearms and ammunition to SES personnel and other OSAA personnel as appropriate.

  • Prepares Mission Order (MO) and Memorandum Receipts (MR).

  • Conducts regular maintenance inspection of stored firearms.

  • Maintains firearms and ammunition are in good operational condition.

  • Maintain inventory of firearms.

SSS

THE SECURITY SUPPORT SERVICE (SSS)

 

The Security Support Service is responsible for the administrative works of the Office of the Sergeant-at-Arms which include policy drafting and review; administrative disciplinary investigation; subpoena and warrant service; logistics and supplies; legislative paging; ID design and issuance; and personnel training and welfare.

The Security Support Service (SSS) is responsible for the following:

 

  1. Manages and facilitates incoming/outgoing communications related to OSAA official business.

  2. Supports the preparation and documentation of inter-office and intra-office communications.

  3. Filing of communications/correspondence files.

  4. Enforcement and administration of disciplinary measures based on the policy and guidelines.

  5. Preparation of annual budgetary requirements/accomplishment report.

  6. Keeping of records of disbursements from petty cash fund.

  7. Procurement, storage, issuance and inventory of properties and supplies.

  8. Provision of Legislative Pages (Bailiff) during sessions and committee hearings.

 

SECURITY REGISTRY UNIT

​

This unit is responsible for the maintenance, custody and updating of documents and other records of the OSAA. It is also responsible for incoming and outgoing communications and routing these to other services or personnel concerned.

 

RESOURCE CUSTODIAN UNIT (LOGISTIC)

​

This unit is responsible for rendering support on supplies and equipment, its management and repair, and other related activities.

 

SECURITY ADMINISTRATIVE UNIT

​

This unit is responsible for the processing of the BTA ID cards, security passes/tags, processing of overtime claims for SSS personnel, subpoena service, policy review and development and investigation of administrative cases.

 

LEGISLATIVE PAGES UNIT

​

The unit is responsible for providing assistance to the BTA Parliament members during regular sessions, committee meetings/hearings, and special events.
